Loving kStars and INDI, even better if I can make it work!
DMK 21 ccd will stream at 30 fps consistently until I capture an image in EKOS camera tab.
Then can only get 1 fps stream or worse thereafter. Am I doing something wrong?

Hum, you're completely right. It seems the exposure time you use has an impact on the subsequent frame rate. Well, the log shows a FPS of 10Hz, not 30, and additionally the log consolidation will slow down the stream. I don't remember exactly how it is implemented, it's been a few months since I worked on this... As a workaround, could you try to execute an exposure of 1/10s, then restart the live video? That should return the frame rate for streaming to 10Hz I think. I hope I am clear enough?

Yes, the capture exposure time affects the video frame rate, not upon set of new exposure time, but following a capture using the new exposure time.
In the window "DMK CCD Live Video -KStars" video exposure time of 0.1 s , 10 Hz frame rate, is always shown regardless of capture exposure time, and 0.1 s also shown as video expose duration in INDI control panel.
Your workaround results in the following behaviour (see log attached),;
capture exposure 0.1 s -> video fps 7.5
capture exposure 0.05 s -> video fps 12.2
capture exposure 0.03 s -> video fps 30
also found, not logged;
capture exposure 0.2 s -> video fps 4.3
capture exposure 0.15 s -> video fps 5.5
