I had the same issue on the toupcam driver on a rpi1: everything worked fine but the toupcam driver. I ended up passing to a newer raspbian on a rpi4. You could try compiling the drivers instead of installing them but I wouldn’t expect much better result.

If You could, I would also weight returning the toupcam for a better camera with better driver support, e.g. ZWO ASI 120 series.

There are now SDKs for  all flavours , arm included.

So I already compiled them, there is no binary install for Debian on ARM SBCs
